PROJECT DESCRIPTION
The Metropolitan Transportation Commission (MTC) in cooperation with Caltrans is undertaking the West Grand Avenue On-ramp Improvements – Bus Lane Project (Project) in the City of Oakland, Alameda County. The Project is intended to increase transbay person throughput by providing access and operational improvements for buses and high occupancy vehicles (HOVs), through conversion of approximately 1,300 feet of the right shoulder on the West Grand Avenue on-ramp and northbound I-880 connector approach to the San Francisco Oakland Bay Bridge (SFOBB), to a Bus Lane, which will be opened to HOVs during the peak periods. A Project Location Map is included in Figure 1, Appendix A. The Project would also enhance traffic operations by restriping a portion of the I-880 approach to the toll plaza, and converting a Cash Only Lane to a FasTrak Lane.

The proposed project will require the following elements of the West Grand Avenue on-ramp and I-880 connector to be modified or upgraded.
1. Removing a portion (approximately 800 linear feet) of the existing outside concrete barrier and a portion of the bridge deck, and re-constructing it with a new concrete barrier.
2.  Modifying the deck drainage system along the new concrete barrier to a scupper and gutter system.
3. Modifying the lane striping to accommodate the proposed Bus Lane and convert an existing Cash Lane to a FasTrak Lane using high visibility striping.
4. Adding lighting on the new concrete barrier.
5. Adding new traffic signs and modifying the existing traffic signs.
6. Modifying a traffic counting station for the Bus Lane.
