ELD Interstate Enforcement In Effect October 1st

The California Office of Administrative Law (OAL) has completed its review of the (interstate) Electronic Logging Device (ELD) rule. Effective October 1st the California Highway Patrol (CHP) will begin issuing citations for interstate carriers who are not in compliance with the rule. 

The enforcement of the ELD rule for (purely) intrastate operators is going to take a little longer than planned. Previously, CTA stated that the target date for intrastate ELD enforcement was February 9, 2019. However, because of the requirements that the CHP has to follow due to the Standardized Regulatory Impact Assessment (SRIA) for intrastate regulations, the February 9, 2019 date will not be met. CHP has already begun the rulemaking process, but because of the scope of the rule and the time it will take to go through the process, the enforceability of (purely) intrastate operators is anticipated to be sometime in 2020.
