CTA Testifies on Advanced Clean Trucks Regulation

On December 12, during its board meeting, CARB reviewed the Advanced Clean Trucks regulation and heard extensive testimony from community groups, environmental organizations and industry representatives including the California Trucking Association (CTA), the CTA Intermodal Conference and the American Trucking Associations (ATA). Among CTA’s comments to the board regarding the large entity reporting requirement were recommendations to streamline the data collection process, ensure protection of confidential information and allow entities more time to gather data. Additionally, CTA advised the board to continue working with manufacturers on the proposed sales mandates (which would require technology to advance at a pace not seen in the light duty market), and to create incentives for major manufacturers to commercialize and fully support electric-drive capable vehicles. CARB staff recommended a number of clarifying changes intended to address some of the industry’s concerns; although, many still remain. CTA will continue its open dialogue with staff on these issues as the final version of the rule is developed. At the end of the hearing, CARB Chair Mary Nichols ultimately directed staff to, “strengthen the clean truck rule and put more zero-emission delivery, box trucks and big-rigs on the road, reaching 100% ZEV sales sooner for several segments.” The rule is projected to be finalized in the spring.
