CTA Represents the Industry at CARB Workshops

Over the past few weeks, CTA has actively participated in CARB workshops for the new Medium and Heavy-Duty Zero-Emission Fleet rule, the Advanced Clean Trucks (ACT) regulation and the Heavy-Duty Inspection/Maintenance (smog check) rule.

On February 12, CARB held its first workshop for the proposed fleet rule, which aims to achieve a zero emission truck and bus fleet by 2045 everywhere feasible and significantly earlier for certain market segments such as last mile delivery and drayage applications. The purpose of this initial workshop, which took place at the South Coast Air Quality Management District Auditorium in Diamond Bar California, was to solicit stakeholder feedback on CARB staff’s regulatory concepts. Last week, CTA attended workshops in Sacramento for the smog check rule and the ACT regulation.

During the smog check rule workshop, CARB staff did not make a formal presentation; instead, the format was one of open discussion of the various pilot concepts. The agenda for the meeting is available here.

Lastly, at CARB’s eighth ACT workshop, CARB staff presented technical changes to the regulation (including some significant proposed changes to the reporting requirements) and discussed expediting the zero-emission timeline for certain market segments. CTA and ATA staff provided feedback on the changes, reiterated the industry’s privacy concerns with the large entity reporting requirement and provided clarifying remarks on the manufacturer sales requirements. Final recommendations to the Board are expected on May 28, 2020.
