Public Workshop on Potential Changes to CARB's Heavy-Duty Truck Inspection Programs

Potential changes to the California Air Resources Board’s (CARB) Heavy-Duty Vehicle Inspection Program (HDVIP) and the Periodic Smoke Inspection Program (PSIP) may affect you.  The HDVIP is a roadside inspection program applicable to all heavy-duty vehicles operating in California.  The complementary PSIP is an inspection program applicable to California-based fleets of two or more heavy-duty diesel vehicles.

Workshop Outline:
 
Current Smoke Inspection Programs
•   Heavy-Duty Vehicle Inspection Program (HDVIP) Roadside inspection for excessive smoke.
•   Periodic Smoke Inspection Program (PSIP) 
Annual opacity tests by California fleets of two or more vehicles, Maintain testing records.
 
Proposed Changes
•   Lower opacity limits (to 5% for filter equipped trucks)
•   PSIP reporting and smoke tester certification
