Revisions to the Common Carrier's Report of Delivery (Alcohol) and Launch of New Online Filing

Revised Form Requires New Information From Carriers

Effective August 1, 2019, the California Department of Tax and Fee Administration (CDTFA) imposed new reporting requirements for common carriers transporting alcoholic beverages, including liquor shipments from out-of-state licensed distributors to licensed distributors (importers) into California. The new Common Carrier's Report of Delivery report now requires carriers to include “Kind Codes,” a “Mode Code” and the licensed importer's (i.e., the shipment recipient’s) CDTFA account number.

Additionally, the CDTFA launched paperless reporting and is urging carriers to submit the report electronically through its online services system.

Below are some important details about reporting changes and filing online with the CDTFA.

Revised Report:
New Columns:
- Kind Codes to report the type and amount of alcoholic beverages contained in each shipment
- Mode Code to report how the shipment entered California  
- Licensed Importer's CDTFA Account Number.

File Online:
You will need to sign up for a new username and password for your common carrier account. CDTFA will mail a security code to the address it has on file so you can complete the login process. Confirm or update your email and mailing address with CDTFA by calling its' customer service center at 1-800-400-7115.
