We are halfway through the 2020 California legislative calendar. As of this writing, the legislature has completed “house of origin” work and is due to return from Summer Recess on July 27th to begin “second house” procedures. This return was delayed from July 13th due to several legislators and staff testing positive for COVID-19. To date, approximately two months of the legislative year has been eliminated due to pandemic related absences, resulting in many bills being cut or held due to limited committee hearing dates. Many of the bills flagged by CTA in the winter have stalled because of these dynamics. The CTA Government Affairs Team continues its work in both the Capitol and with our agency partners to defend our members’ interests. The DMV has expanded its online services, built a virtual field office to complete transactions that previously required an office visit, and increased DMV Now kiosk capabilities. REAL ID applicants, who fill out the online form and upload their documents, are provided with an Express Experience at the field office – no appointment is necessary. The DMV has extended commercial driver’s licenses and learner’s permits through September 30, 2020, so essential products and supplies can continue to be delivered during the COVID-19 pandemic. It has also made it easier for drivers transporting agricultural products and goods to register their vehicles. | More
CTA and HTA submitted a joint letter to the City of Carson outlining the legal and constitutional challenges associated with instituting its proposed "truck-intensive business license tax." A coalition (led by the CTA, HTA, AgTC and Watson Land Company) opposed the Carson City truck tax, resulting in it being withdrawn from consideration and effectively killing the measure. | Letter
The FBI Private Industry Notification (PIN) regarding Electronic Logging Devices Cybersecurity and Best Practices is intended to highlight the importance of trucking companies choosing a cyber-secure electronic logging device. To this end, this PIN describes what cyber activity against one of these devices could look like, as well as the potential impact of the device’s exploitation, and provides actionable steps and resources for vetting the cybersecurity of a device a company is considering purchasing. FreightWaves SONAR: CA Governor Urged to Reverse Ports’ Receding Market Share
The Pacific Merchant Shipping Association (PMSA), the first signatory, was joined by such organizations as the CA Trucking Association, Harbor Trucking Association, CA Railroad Association, Future Ports, Pacific Maritime Association, National Retail Federation, Agriculture Transportation Coalition, and Pacific Coast Customs Brokers and Freight Forwarders. In all, 52 trade associations, industry organizations and businesses signed the letter pleading with Newsom and the California Legislature to do something about what they identified as a 19.4% drop in West Coast ports’ market share. | More
