The legislature gaveled out the 2019-2020 legislative session well after midnight early Tuesday morning. Despite drastic measures taken to reduce bill loads, the legislature was hard pressed to complete its business ahead of the constitutional deadline of midnight on August 31 to pass non-tax, non-urgency measures in a regular session of the legislature. Several high profile pieces of legislation ran out of time, including bills on housing, plastic waste reduction and police reform. CTA participated in a Logistics Roundtable last week with Congresswoman Norma Torres of District 35 to discuss the impact of COVID-19 on the goods movement system and the barriers to recovery. Eric Sauer (CTA’s Senior Vice President of Government Affairs) provided a summary of the coordinated efforts with state and federal agencies, which resulted in regulatory relief for the industry and created a blueprint for future emergency action plans. Other roundtable participants included the Ports of LA and Long Beach, Ontario International Airport, Union Pacific Railroad, the Distribution Management Association and the Alameda Corridor East Project. Panelists noted the decrease in business and the long road to recovery ahead, labor shortages, the need for another stimulus package and ongoing regulatory flexibilities, and the shared concerns over how best to keep workers safe and how to protect their businesses from new liabilities.

Due to the Governor’s Order on Emergency COVID-19 (shelter in place) and Social Distancing, the Caltrans Permit Office has temporarily closed the public walk-in counter service and most of the staff are working remotely, resulting in delayed turnaround time for permits. The permits received through the walk-in service are being processed along with all the currently pending permits, in the order received. Enforcement officials interacted with 29,921 commercial motor vehicle drivers during this year’s Operation Safe Driver Week. Commercial motor drivers received a total of 10,736 traffic enforcement warnings and citations. Broken out, that’s 6,077 warnings and 4,659 citations.

The California Transportation Plan 2050 (CTP) is now available for public review. The CTP sets a vision for the transportation system and will guide California’s transportation investments over the next 30-years. This long-range transportation plan is the result of collaborative research, technical analysis, and stakeholder input. FMCSA announced a proposed pilot program that would allow non-military 18-20 year olds to operate commercial vehicles across state lines. The pilot program is modeled on the bipartisan DRIVE Safe Act, a Tier 1 strategic policy issue for ATA, and one that ATA’s Workforce Development and Safety Policy Committees have pursued. ATA thanks Transportation Secretary Chao and Acting FMCSA Administrator Wiley Deck for putting safety first and using data to drive policy. This is a significant step toward improving safety on our nation’s roads, setting a standard for these drivers that is well beyond what 49 states currently require. | More
