Government Affairs Update

The DMV announced an extension for expiring CDLs, CLPs and medical certificates, mirroring the extension issued by FMCSA earlier this month. In accordance with updated guidance from FMCSA, the DMV is issuing an extension through December 31, 2020, to all commercial driver’s licenses, learner’s permits and endorsements expiring between March and December 31, 2020. A previous extension had been set to expire today. The DMV has alerted California law enforcement of the new extensions.

While the extension is automatic, eligible commercial drivers will not receive a new card or an extension in the mail. As an option, beginning October 5, 2020, you can request a free temporary paper extension online to document your extension, though one is not needed to drive. Commercial drivers who previously requested an extension through September 30, 2020, may submit a new request to document the new expiration date. | DMV News Release
Cal/OSHA has cited five grocery stores in Southern California because they did not update their workplace safety plans to properly address hazards related to COVID-19 and failed to provide effective training for their employees, including instruction on how the virus is spread, measures to avoid infection, signs and symptoms of infection, and how to safely use cleaners and disinfectants. The retailers were cited for various health and safety violations including some classified as serious, with proposed penalties ranging from $13,500 to $25,560. You can read more about the citations here.

As a reminder, CTA partnered with PCS Safety Inc. to develop a COVID-19 Illness Prevention Guide designed specifically for the trucking industry. This comprehensive and customizable guide has the forms, signage, training and information your business needs to implement your own COVID-19 Illness Prevention Program.
Employers in Del Norte, Los Angeles, Mendocino, Siskiyou, Napa, Sonoma, and Shasta counties directly affected by the fires may request up to a 60-day extension of time from the EDD to file their state payroll reports and/or deposit state payroll taxes without penalty or interest. This extension may be granted under Section 1111.5 of the California Unemployment Insurance Code (CUIC). A written request for extension must be received within 60 days from the original delinquent date of the payment or return. Visit the Emergency and Disaster Assistance for Employers page for more information.
FMCSA has launched a new subcommittee of commercial drivers to its Motor Carrier Safety Advisory Committee (MCSAC). This subcommittee will provide direct feedback to FMCSA on important issues facing the driving community—like safety, hours of service regulations, training, parking, and driver experience.

Please share this opportunity with your drivers. Drivers interested in joining the panel should submit a resume detailing their driving experience and a personal statement outlining how their qualifications and experience as a driver make them suitable for membership. Drivers may also submit a letter of recommendation, but it is not required. Please email these documents directly to MCSACDriver@dot.gov by Friday, October 16
