Since the start of the coronavirus pandemic through October 1, 2020, the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) has cited 62 establishments for violations, resulting in proposed penalties totaling $913,133. OSHA inspections have resulted in the agency citing employers for violations, including failures to implement a written respiratory protection program and report an injury, illness or fatality, among other things. DOT Announces New Custody and Control Form
The Office of Management and Budget (OMB) has approved a new Federal Drug Testing Custody and Control Form (CCF). This form tracks the handling of a drug test specimen, from the time it is collected until the test result is available. Motor carriers use this form to order drug tests for current or prospective CDL driver employees. The new CCF lists CDL number and State of issuance as donor identification information that can be collected.
On October 7 CTA hosted a joint Safety Council webinar where representatives from the California Highway Patrol (CHP) presented the new requirements for drivers and recordkeeping for vehicles under 26,000 GVW or less that became effective October 1. The requirements were included in CHP’s Initial Statement of Reasons (ISOR), Federal Consistency, CHP-R- 2018-01. In response to some members questions regarding the new requirements, CTA wanted to make sure members had an opportunity to receive clarification on their questions and concerns. The most common questions were regarding the Driver Proficiency requirements and the Daily Vehicle Inspection Report Record contained in the regulation. If you recall when the new Basic Inspection of Terminals (BIT) program became effective (2016), lower GVW vehicles were made subject to the BIT.
