The California Department of Motor Vehicles will continue its temporary suspension of behind-the-wheel driving tests until at least January 11. The DMV previously suspended the tests through January 4. The DMV is taking this step for the health and safety of customers and employees during the ongoing statewide surge in COVID-19 cases.
Due the COVID-19 pandemic and limited staff in the Caltrans Commercial Vehicle Office to issue annual permits, Caltrans has decided to extend expiration date for annual permits, expiring between December 2020 and March 2021, to March 31, 2021. Annual permit holders need to fax in renewal application at least 30 days prior to the original expiration date of their permits. Annual Permit Extension to March 2021. COVID-19 vaccines are currently available only for healthcare workers and residents of Long-Term Care Facilities (LTCFs) due to limited supplies. CVS and Walgreens are currently administering the free COVID-19 vaccine to residents and staff in LTCFs. They started at nursing homes, which will take an estimated 3-4 weeks, and then will vaccinate staff and residents in assisted living, residential care, and other long-term care facilities. Frontline essential workers and people 75 years and older will likely start getting the vaccines next in late winter 2021.
The Federal Motor Carrier Safety Administration (FMCSA) has updated its guidance regarding the COVID-19 pandemic and cross-border transportation. FMCSA Guidance explains how its pandemic-related waivers and the Emergency Declaration apply to foreign drivers operating in the United States.
FMCSA has reissued its Notice of Enforcement Discretion Determination advising states that, due to disruptions caused by the COVID-19 public health emergency, FMCSA is exercising its discretion not to issue a finding or make a determination of substantial non-compliance for SDLAs that were unable to comply with the specific requirements set forth in the Notice. SDLAs are expected to bring their practices back into compliance with the noted sections promptly in accordance with the terms specified for each section.
CDTFA recently released this special notice to provide information about the sales and use tax exemption available now to purchasers of certain new, used, or remanufactured trucks registered under the International Registration Plan (IRP). The recently passed SB 1473 clarified that purchasers of certain new, used, or remanufactured trucks registered under the IRP may submit written evidence of the purchaser’s United States Department of Transportation Number or Unified Carrier Registration System filing in lieu of an out-of-state license and registration. This amendment is operative from January 1, 2020, through December 31, 2023.
The North Alameda Truck Access Management Plan is working on finalizing a few documents for the truck access management study. These documents are primarily for the cities on the TAC to review but they also want input from the trucking industry. The documents include:
Study Zones – Shows the proposed zones where we will be pulling origin/destination data for truck movements in northern alameda County. They will generally know relative trip generation between these zones, truck ODs between these zones, and truck ODs between these zones and key transportation hubs such as I-580/205, Carquienz Bridge, Santa Clara County line, etc… Please take a look and let me know if you have any questions about what is proposed.

The U.S. Department of Labor’s (DOL) Wage and Hour Division announced new guidance in its ongoing efforts to support the American workforce through the pandemic recovery. As employers continue to meet the challenges presented to their businesses by the coronavirus, and as telework arrangements and virtual communication increasingly provide solutions, the agency provides additional guidance to maximize the benefits of these arrangements for employers and workers alike.
The new Project 800 initiative aims to support the deployment of zero-emission trucks serving California ports by setting a goal of 800 zero-emission drayage truck orders in 2021. These 800 trucks represent a pathway toward jump-starting the sector and paving the way for more zero-emission trucks in the near future.
