Government Affairs Update
 
The Port of Long Beach is offering truckers the opportunity to register for various official clearances all in one place. This week, the Port will host a special “four-in-one” event allowing truckers to participate in Clean Truck Program registration, Transportation Worker Identification Credential (TWIC) enrollment, radiofrequency ID tags (RFID) and sign-up for the new Truck Alert traffic notification system.
 
The event will be held Tuesday-Thursday, Dec. 14-16 from 8:30 a.m. to 4:30 p.m at the Port of Long Beach Terminal Access Center, 1265 Harbor Avenue, Long Beach (southwest corner of Harbor Avenue and West Anaheim Street).
 
This three-day event is hosted in conjunction with the Transportation Security Administration and the identity certification firm IDEMIA. Make an appointment or pre-enroll for TWIC by visiting universalenroll.dhs.gov/programs/twic From this page select New Enrollment, fill out the information and in Step 9 – Select Appointment Location, select “POP-UP: TWIC  Port of Long Beach TAC 12/14-12/16.”

The California Air Resources Board (CARB) took the first step in adopting the first-in-the-nation Smog Check Program for Trucks during their hearing on December 9, 2021.
 
At this hearing, per the request of CTA and ATA, CARB agreed to amend their rulemaking package to ensure that fleets of all sizes have the flexibility to continue operating in the event a truck's emission control system needs fixing but the required parts are unavailable.
Last week, CTA provided the San Diego Association of Governments (SANDAG) with comments to their proposed 2021 Regional Plan, San Diego Forward. Designed to be SANDA’s long-term blueprint, San Diego Forward provides a pathway for how to grow and balance a more efficient and accessible transportation system.
 
Prior to the SANDAG Board meeting, CTA was made aware that the Road Usage Charge and the Managed Lanes provisions initially included in the plan were being pulled from the December 10th SANDAG Board of Directors Agenda. Even though the items were pulled, CTA felt it was appropriate to provide its perspective on both these items.
 
Eric Sauer, CTA’s Senior Vice President of Government Affairs provided comment indicating the challenges with prematurely endorsing a road charge type system, while the state continues considering whether it is a viable substitution to the gas tax funding mechanism.
 
Eric also provided the trucking industry’s long-time concerns relative to commercial motor vehicles being subject to a regional managed lane (congestion pricing) proposal.  CTA will continue engaging further  with SANDAG as they work on their regional plan and provide updates to our membership.
SCAQMD will host another compliance webinar for the Warehouse Indirect Source Rule (ISR). The fifth webinar will review the Early Annual WAIRE Report (AWR) and WAIRE Program Online Portal (WAIRE POP). The meeting is Wednesday, December 15 at 1 PM via Zoom.

The California Air Resources Board (CARB) is hosting a series of workgroup meetings to discuss challenges and solutions for building fueling infrastructure to support growing zero-emission fleets in response to the proposed Advanced Clean Fleets (ACF) regulation. The second meeting is Thursday, December 16 from 9:00 AM - 12:00 PM.
 
Topic: Hydrogen including, but not limited to, station location planning and timing, renewable hydrogen production and supply, fuel costs, and codes and standards for medium and heavy-duty fueling.

Group Asks for Personal Conveyance Limits

The Commercial Vehicle Safety Alliance has petitioned FMCSA for a second time to more clearly define the term “personal conveyance” in hours of service regulations. It is asking the agency to add a maximum distance or time limit to the rules.

Recently, CTA’s Government Affairs Department strengthened what is already a strong advocacy team by welcoming Bernice Jimenez Creager as its new director of government and public affairs.
 
Starting her career as a Sacramento Semester Intern for Former Senator Tom Harman, Bernice navigated her way through the legislative process by working for offices in both houses of California’s Legislature as well as the United States Congress in Washington D.C.
