The Hybrid and Zero-Emission Truck and Bus Voucher Inventive Project (HVIP) will re-open for new voucher request on Monday, March 30.
There are $196.6 million in available funds with approximately $46 million reserved for Class 8 drayage tractors voucher requests.
Like years past, funding for HVIP is fully requested within minutes.
While HVIP will not release funding in waves this year, it will adhere to its randomization policy if requests within the first 24 hours surpass the funds available. If funding is used up after the first 24 hours, requests will be on a first come, first served basis. Due to the high demand, there’s a probability that funding will be randomized and there will be no guarantee if requests are fulfilled.
In late spring, the Innovate Small E-Fleets program will open $24 million in funding to small fleets and independent owner-operators. Small fleets are currently being defined as a fleet of 15 trucks or fewer but is subject to change.
Last week, Governor Newsom signed an Executive Order to align the Emergency Temporary Standard (ETS) with the California Department of Public Health’s updated guidance on mask usage. This order also extended the current ETS until May 5, 2022.
To help with this change, the California Division of Occupational Safety and Health (CalOSHA) updated its FAQ on COVD-19 masking requirements set forth in the ETS to include additional guidance with questions, including:
Q: How does CDPH’s February 28, 2022 Guidance for the Use of Face Masks impact the ETS requirements?
A: Executive Order N-5-22 suspends section 3205(c)(6)(A) of the ETS, which required that unvaccinated workers wear face coverings in all indoor workplaces and all vehicles.
This requirement will no longer be enforced.
However, other face covering requirements within the ETS remain in place, including provisions requiring face coverings in outbreaks and in employer-provided transportation.
Also still in place is section 3205(c)(6)(B), which requires that employers provide face coverings and ensure they are worn when required by orders from the CDPH. In addition, employees can request face coverings from the employer at no cost to the employee and can wear them at work, regardless of vaccination status, without fear of retaliation, as specified in section 3205(c)(5)(J).
CTA's Government Affairs team will continue to monitor and notify members of additional changes to the ETS as they become available.
