Remember, International Roadcheck starts today and lasts until Thursday, May 19.
International Roadcheck is a 72-hour high-visibility, high-volume commercial motor vehicle inspection and enforcement initiative. Each year, CVSA focuses on a specific aspect of a roadside inspection.
This year, the focus will be on wheel ends. To help drivers and motor carriers prepare for International Roadcheck, CVSA created a downloadable
informational flyer on wheel ends.
The California Air Resources Board (CARB) released amendments to the
proposed Heavy Duty Inspection and Maintenance regulation that will require truck owners and operators to perform periodic smog checks. The Board approved and passed the regulation December 9, 2021, but last week released an updated proposal with additional changes from CARB staff and stakeholder recommendations.
CARB incorporated CTA’s recommendations from
our written comments submitted in November last year to provide multiple compliance extensions, and allow all fleets to apply for the extension. Staff are continuing to review the changes and will submit comments to CARB. Some of the changes include:
• Increase periodic inspections frequency from 2 to 4 times per year after 3 years the program start date
• Expands parts unavailability compliance extension from ten or fewer vehicles to fleets of all sizes
• Expand parts unavailability compliance extension from one time to multiple vehicles
- Vehicles who receive the extension will receive a provisional HD I/M compliance certificate
• Allow owners and operators to bring vehicles into compliance beyond deadlines
• Vehicle owners will only have to submit information from one repair facility instead of 3 to qualify for the parts unavailability compliance extension

Despite the strong efforts by coalition members including CTA, proponents of the California Fair Pay and Employer Accountability Act, the initiative aimed to reform Private Attorneys General Act (PAGA) made the decision to target the 2024 ballot.
The difficulty of a crowded field, a new surge caused by yet another COVID-19 variant, and the restricted timeline to collect the necessary funds to finance an aggressive and strong campaign proved 2024 to be a better suited election year for this effort.
Below is the statement from the campaign:
“The message is loud and clear: Californians want better outcomes for aggrieved workers, and this measure will ensure faster resolutions and more money in their pockets without giving a third away to trial lawyers.
“We look forward to getting this on the 2024 ballot and continuing to educate voters and broaden the coalition in support of this initiative…”
While this means the initiative is postponed, the coalition efforts are still ongoing, the coalition appreciates the support it received from the business community including many CTA members. The efforts for this campaign provided a great template for 2024.
