CTA in Action: Government Affairs Update
If the current results hold (at this hour, some races are too close to call) the net result of the state level races across California indicate that the industry will face a difficult political calculus over the next two years. The Democrats have secured the Supermajority status in the Assembly, but even more troubling for trucking is the net loss of 4 pro-industry seats.
Compliance and Regulatory News
Every winter season creates challenges for our industry and the trucks that have to travel over California's high elevation mountain passes in order to make their deliveries. With the 2016-2017 winter months rapidly approaching, I'd like to call your attention to the Pusher Truck Program, one of the many CTA member benefits that makes a difference for hundreds of trucking companies each year as they pass the tough mountain climb on Interstate 80.
Recently CTA has received a few calls from a couple of members informing us that they had received a notice from a local municipality stating that they owed a City or County business license fee for operating within their jurisdiction. As you know cities and counties are prevented from assessing such a fee on for hire motor carriers because they pay that fee through their Motor Carrier Permit.
Click here to review the Caltrans Transportation Issuance Performance report for October. As you can see there has been a major improvement on their Single Trip (paper) Permit turnaround time. However they are looking to improve the goal of producing a permit within four hours or better.
Beginning January 1, 2017, employers with 10 or more employees will be required to electronically submit employment tax returns, wage reports, and payroll tax deposits to the Employment Development Department (EDD). All remaining employers will be subject to this requirement beginning January 1, 2018. Any employer required under existing law to electronically submit wage reports and/or electronic funds transfer to the EDD will remain subject to those requirements.
