CTA in Action: Government Affairs Update
In an effort to provide CTA members with current information on some of the issues the CTA Government Affairs team is working on, we’ve created the monthly CTA Hot Topic memo. IRP, Inc., the repository of the International Fuel Tax Agreement, is offering a series of on-line discussions, led by IRP auditors, on the subject of the new IRP audit rules on inadequate records. The discussions are open not only to state government personnel but also to industry representatives that are IRP affiliate members.

A member of the California Highway Patrol will speak at both the Northern and Southern Safety Council meetings next month on the ELD mandate. Both meetings will take place on Tuesday, September 19. Statewide Event Calendar
This all-day event will include short breakout sessions facilitated by representatives of the California Highway Patrol. The summit focuses on current safety issues, regulatory requirements and provides a forum for open and candid discussions with state and federal representatives on commercial vehicle safety and security issues. The California Air Resources Board (CARB or Board) invites you to participate in a public workshop to learn more about the proposed California Phase 2 Greenhouse Gas (GHG) regulation and potential amendments to CARB’s existing Heavy-Duty Vehicle GHG Emission Reduction Regulation (Tractor-Trailer GHG regulation).
In March of 2017 the Air Resources Board adopted a resolution to return within 12 months with concepts for regulating impacts from large freight facilities including seaports, railyards, warehouses, and distribution centers. ARB will hold their first public workshops on this initiative

There is a large construction project underway along I-5 in northern San Diego County. The construction requires Caltrans and the contractor to close the View Point along southbound I-5 just north of Manchester Avenue for approximately five years. You can view the location on Google Maps here. As mentioned, CMS signage will be posted in this week notifying the public of the closure.
