CTA in Action: Government Affairs Update
California, the sole state with Congressional authority to establish engine and vehicle emission standards, is posed to adopt state regulations that largely harmonize with the federal Phase 2 greenhouse gas standards. Some differences are being proposed with respect to enforcement, certification, warranties and advanced technology credits.

Since 2006, the California Trucking Association (CTA) has led a coalition of agricultural stakeholders on finalizing securement processes for the transportation of agricultural commodities. This was in response to the general securement rules that were published in 2006, that the trucking industry identified as problematic for haulers of certain agricultural commodities.
In conformance with the recent Caltrans Transportation Permit Policy Manual Changes contained in TPPM 2017-01, the first of the 2018 annual permits for overweight intermodal cargo containers for the Ports of Los Angeles and Long Beach were issued on January 5, 2018. This was in response to CTA working with affected overweight corridor haulers, Caltrans and the California Highway Patrol on the policy changes that provided those affected haulers relief from citations for operating on the corridor. The January 5, 2018 edition of the Federal Register includes the publication of the long-awaited rulemaking by the Federal Motor Carrier Safety Administration setting fees for the Unified Carrier Registration program for 2018. The rule is effective upon publication, so UCR registration for 2018 is finally open, about three months later than usual.

You just have to take advantage of the views during this year's Annual Membership Conference. It is said that seals, sea lions and sea otters (real or fake) are visible year-round and you may get lucky enough to see them from the shoreline.

The California Public Utilities Commission recently released a draft resolution directing SoCalGas to STOP new natural gas service connections for commercial and industrial customers in ALL of Los Angeles County through March 31, 2018.* There are over 700 businesses and other organizations in Los Angeles County that would be impacted, including a hospital network, restaurants, schools, retail stores, and others.
TMAF is providing an online awareness and educational campaign to run throughout the month of January during National Slavery and Human Trafficking Prevention Month. The goal is to help raise awareness of the human trafficking national crisis; to highlight the unique position that truck drivers are in to take action, and to provide a list of the warning signs of trafficking and the hotline for drivers to identify and report suspects.
