CTA in Action: Government Affairs Update
Last week was the first full week of the Legislature back in session after being on break during the fall months. For the staff in the building and those who work around it, it is often compared to as the first day of school. It is typical to see people walking throughout the hallways asking about holidays and talking about the last couple of months.
On Wednesday, Governor Jerry Brown unveiled his 2018-19 budget proposal with much fanfare for its increased investment into California’s failing infrastructure. He announced that in 2017, after SB 1 was passed, $5 billion in new projects throughout California had already been awarded. The majority of this funding was used for fix-it-first projects and helping relieve freight corridors. A significant investment made possible by SB 1.

Compliance and Regulatory News
CTA
has been receiving a few calls from members asking when the ELD mandate will be
implemented (enforceable) in California for intrastate drivers. As was reported
previously, the California Highway Patrol (CHP) has until February of 2019 to
adopt and implement the ELD regulations for purely intrastate drivers. However,
CTA is advising intrastate drivers to be prepared leading up to February 2019,
the CHP could adopt them earlier than February. CTA will continue to update

On Jan. 5, 2018, the Federal Motor Carrier Safety Administration (FMCSA) published a final rule lowering the Unified Carrier Registration (UCR) Plan and Agreement fees for the registration years 2018, 2019 and subsequent years. The agency is reducing the fees to ensure that revenues do not exceed the statutory maximum. The final rule was effective Jan. 5, 2018.
On Jan. 12, 2018, the U.S. Department of Transportation (DOT) Office of the Secretary published its semiannual Regulatory and Deregulatory Agenda, a summary of all current and projected rulemakings, reviews of existing regulations and actions completed by the department. The purpose of the document is to provide the public with information about the DOT’s planned activities for the year.
A bill signed into law this week by President Donald Trump makes it easier for active-duty military, reservists and veterans to obtain commercial driver’s licenses by allowing them to use VA medical examiners to obtain their medical certificates. The law, dubbed the "Jobs for Our Heroes Act," removes the "physician" qualifier for those who can give veterans medical exams and replaces it with "qualified examiner." Read full article

The California Public Utilities Commission recently released a draft resolution directing SoCalGas to STOP new natural gas service connections for commercial and industrial customers in ALL of Los Angeles County through March 31, 2018.* There are over 700 businesses and other organizations in Los Angeles County that would be impacted, including a hospital network, restaurants, schools, retail stores, and others.

CTA would like to acknowledge longtime CTA member Sue Nickel’s (Road Ready Registration) son Jeff Banks for leading SEC power Texas A&M in their bowl game against Wake Forest. Jeff Banks was named interim coach after Kevin Sumlin was relieved of his coaching duties. Even though the Aggies lost the Belk Bowl, Coach Banks’ Aggies scored an impressive 52 points in one of the better bowl games that was played in 2017.
