CTA in Action: Government Affairs Update
Registration is now open for this year's Trucking Day on May 8, 2018. Trucking Day begins in the morning at The Sawyer Hotel with morning sessions on pending legislation and policy issues important to California's trucking industry. Hear from key elected officials and respected political insiders.
On Feb. 13, 2018 the National Highway Traffic Safety Administration (NHTSA) issued a notice announcing a public meeting to identify any regulatory barriers in the existing Federal Motor Vehicle Safety Standards (FMVSS) to the testing, compliance certification and compliance verification of vehicles with Automated Driving Systems (ADS) and certain unconventional interior designs. The meeting will be in Washington, DC, on March 6, 2018, from 10 a.m.-3 p.m. EST.
On Feb. 12, 2018, the Office of the Secretary of the U.S. Department of Transportation (DOT) issued a notice announcing a public meeting to discuss DOT’s Automated Vehicles (AV) 3.0 document, which will provide a framework for automation in the surface transportation system and describe DOT’s multimodal approach to the safe rollout of AVs. The objectives of the public meeting are to get feedback on the draft AV 3.0 framework and identify priority federal and non-federal activities that can accelerate the safe rollout of AVs. The meeting will be in Washington, DC, on March 1, 2018, from 1-4 p.m. EST.
Brian Annis, 48, of Sacramento, has been appointed secretary of the California State Transportation Agency, where he has served as acting secretary since 2018 and was undersecretary from 2013 to 2018. Laurie Berman, 57, of San Diego, has been appointed director of the California Department of Transportation.
Compliance and Regulatory News
The California Air Resources Board (CARB or Board) will conduct a public meeting at the time and place noted below to consider the adoption of the South Coast On-Road Heavy Duty Vehicle Incentive Measure (South Coast Incentive Measure). If adopted, CARB will submit the South Coast Incentive Measure to the U.S. Environmental Protection Agency (U.S. EPA) as a revision to the California State Implementation Plan (SIP).
Unit News and Events
The meeting is on Thursday, March 29 and will be a lunch meeting in Fresno. A representative from the California Highway Patrol will be presenting to the Unit on important ELD information and requirements. Register here

Register for next month's Special Safety Council Meeting: In-Depth Terrorism Awareness/Fusion Center Training. Back by popular demand, Kurt Carpenter, Field Intelligence Officer with TSA, will be giving an in depth four hour training on Basic Terrorism Awareness/Fusion Center Training with an overview of terrorism/major crimes. The training will take place on Tuesday, March 20, 2018 at CTA Headquarters in Sacramento. Register here
