CTA in Action: Government Affairs Update
On Thursday March 22, 2018, CARB staff briefed their Board as a follow-up to direction they received in March of 2017 to bring concepts for an indirect source rule (otherwise known as "freight facility caps") to the Board within a year. CARB staff presented their plans to the Board, which include increased enforcement of existing rules around freight hubs and plans to re-open the Drayage Truck Rule in the 2022 timeframe to require zero-emissions, but CARB staff specifically stated that they have NO authority to impose statewide indirect source rules in the form of emission caps.
Compliance and Regulatory News
Starting in 2020, new enforcement tools ensure that vehicles subject to the California Air Resources Board’s (CARB) Truck and Bus Regulation must meet the health-based requirements of that rule prior to obtaining registration through the DMV. For more information, click here.
The Commercial Vehicle Safety Alliance's (CVSA) International Roadcheck will take place June 5-7, 2018. Over that 72-hour period, commercial motor vehicle inspectors in jurisdictions throughout North America will conduct inspections of commercial motor vehicles and drivers. This year's focus is on hours-of-service compliance.

FMCSA grants a limited 90-day waiver from the Federal hours-of-service (HOS) regulations pertaining to electronic logging devices (ELDs) for the transportation of agricultural commodities as defined in the Federal Motor Carrier Safety Regulations (FMCSRs). The waiver is applicable beginning March 18, 2018 and expires on June 18, 2018. The Agency has determined that the waiver is in the public interest and will likely achieve a level of safety that is equivalent to, or greater than, the level that would be achieved absent such exemption, based on the terms and conditions imposed.
