Earlier last week, Caltrans formally adopted a new policy that will be included in their Transportation Permits Policy Manual. The policy change will now allow haulers/drivers operating under an Annual Transportation Permit to carry and display the "Weekly Short-term Restrictions for Annual Permit Holders (Weekly Restrictions) in either printed or electronic form.

As was reported by CTA on January 8th (see below), the Federal Motor Carrier Safety Administration (FMCSA) published its Final Rule regarding the use of Alternative Cargo Securement Requirements for Agriculture. CTA has been in contact with both the FMCSA and the California Highway Patrol (CHP) inquiring as to when the guidance for the final rule will be available meaning when will it be recognized formally.

Summer is approaching and the past few summers have shown that the risk of heat illness from high temperatures is one of the most serious challenges to the safety and health of workers. Heat Illness prevention standards apply to the trucking industry and violations of the standards can lead to large fines and employee health issues. Cal/OSHA, will be presenting on the health effects of heat, how to respond to symptoms, and how to prevent heat exhaustion. The deadline to register for the CVSA Brake Safety Symposium is in less than two weeks, on Monday, April 30. The symposium is scheduled for May 15-16 in Schaumburg, Illinois, not far from Chicago O'Hare International Airport, in the suburban Chicago area.

The December 2017 mandatory ELD compliance date has now passed, officially ending the Awareness and Transition Phase (Phase 1) of FMCSA’s ELD Implementation Timeline. As we are now actively in the Phased-In Compliance Phase (Phase 2), carriers, drivers and enforcement officials are now beginning to see the challenges of using ELDs roadside.
