CTA in Action: Government Affairs Update
As you know on September 24, 2018, ATA filed a petition with the Federal Motor Carrier Safety Administration (FMCSA) seeking determination that California's meal-and rest-break rules may not be enforced with respect to commercial drivers who are subject to the U.S. Department of Transportation's (USDOT) authority to regulate hours of service. Following the petition, the FMCSA quickly opened up a comment period regarding the petition. The deadline to submit comments is Monday, October 29, 2018.
Sunday, September 30 closed out the final day for Governor Jerry Brown to sign or veto legislation passed during this year’s legislative session. While the signing period ended with a flurry of bills signed such as net neutrality and several bills meant to strengthen protections for sexual harassment, one stood out. AB 3080 (Gonzalez Fletcher), the last remaining bill that was labeled a Job Killer by the California Chamber of Commerce, was vetoed.
Compliance and Regulatory News
Transporters of livestock and insects are not required to have an ELD. The statutory exemption was extended through December 7, 2018 by the continuing resolution and will remain in place until further notice. Drivers do not need to carry any documentation regarding this exemption.

Help Desk - FAQ's
Beginning October 1, 2020, the federal government will require your driver license or ID card to be REAL ID compliant if you wish to use it as identification to board a domestic flight or enter secure federal facilities that require identification. The California DMV now offers federal compliant REAL ID driver licenses or ID cards.

September 29, 2018 was the 9th Annual Truckers Rally for Kids Motorcycle Ride. 400 people attended the event and $55,000 was raised. Proceeds benefit battered, abused, and neglected children throughout Southern California. Longtime CTA Member Osterkamp Trucking in Pomona has hosted the event for the last three years. Special thanks to Daren Zumberge and Gus Osterkamp for their generosity.
