CTA in Action: Government Affairs Update
CTA has partnered with The American Logistics Aid Network (ALAN). ALAN has an ongoing need for donated transportation services to assist with Camp Fire disaster relief efforts. Below are current needs they have.

CTA's CEO Shawn Yadon was interviewed by Mark Willis on SiriusXM (Road Dog Trucking) regarding the fires and took the opportunity to share some timely information and updates to the truck driving audience in California and nationally. Listen to Part 2 Caltrans and CTA would like to remind trucking companies that transport over Donner Pass (Interstate 80) that when the Donner Pass region is closed due to weather conditions that only certain types of individuals, products and materials are allowed through. (CTA and Caltrans will notify members when there is a closure, this is just a reminder) Plan accordingly and make sure you inform your drivers.
Compliance and Regulatory News
As you know, recently the U.S. Department of Transportation’s Pipeline and Hazardous Materials (PHMSA) recently issued a Notice of Administrative Determination of Preemption finding that said the Federal Hazardous Material Transportation Law and Hazardous Materials Regulations preempt California’s meal and rest break laws for all hazardous materials motor vehicle drivers.
Last week, the Environmental Protection Agency (EPA) announced their intent to begin a rulemaking process to explore lower NOx levels for heavy-duty trucks. Rulemaking is expected to begin in 2020, which would mean the earliest model year which could be impacted would be MY2024. Staff from the American Trucking Associations and the Engine Manufacturers Association spoke at the press conference announcing the intent to promulgate the rule.
Employers in Los Angeles and Ventura Counties directly affected by the Hill and Woolsey fires and employers in Butte County directly affected by the Camp fire, may request up to a 60-day extension of time from the EDD to file their state payroll reports and/or deposit state payroll taxes without penalty or interest. This extension may be granted under Section 1111.5 of the California Unemployment Insurance Code (CUIC). A written request for extension must be received within 60 days from the original delinquent date of the payment or return.
