CTA in Action: Government Affairs Update
Over the past couple of months Tom Manzo (CABIA) has provided CTA members with an update on his organization's efforts and its attempt to “reform” the California’s Private Attorney General Act (PAGA). In 2004, the California Legislature passed a law that transferred a substantial amount of the Attorney General’s power to private citizens – PAGA.

CARB's rulemaking package establishes lower opacity limits for both the HDVIP and PSIP that heavy-duty vehicles must meet to operate in California. The amendments also establish smoke tester training requirements for individuals who perform smoke tests in the PSIP and a voluntary option to submit on-board diagnostics (OBD) data in lieu of performing an annual PSIP smoke opacity test for 2013 model year and newer engines.
Last week, the Governor Gavin Newsom released his May Revision to the 2019 - 2020 budget. Sloat Higgins Jensen & Associates, a premiere lobbying firm that consults with CTA, released their summary of the proposal. Click here to view the summary
