CTA in Action: Government Affairs Update
Last week, the California State Legislature completed a deadline called the House of Origin Deadline. This deadline requires a piece of legislation to pass the house it begins in (House or Senate), in order for the bill to move forward in the legislative process. House of Origin is one of the biggest tests in the legislative process and provides one of the best opportunities to see if a bill is viable enough to be signed into law. Two noteworthy bills that CTA has been actively engaged on that passed their House of Origin are: Assembly Bill (AB) 5 and Senate Bill (SB) 210.
Recently, a CTA member whose company participates in the DMV Employer Testing Program (ETP) made us aware of the extreme delays some of their drivers were facing when trying to get their motor vehicle records (MVRs) updated. CTA has been engaged with the DMV since becoming aware of the delays and has been working with the Department on getting the MVRs updated. Because of CTA’s engagement on the issue, DMV has provided additional resources to the division that handles the ETP to assist with expediting the backlog of driver MVRs. International Roadcheck is June 4-6. Over that 72-hour period, commercial motor vehicle inspectors in jurisdictions throughout North America will conduct inspections on commercial motor vehicles and drivers. This year’s focus is steering and suspension systems. The Transportation Security Administration announced today that the Surface Transportation Security Advisory Committee has been established in accordance with Section 1969 of Public Law No: 115-254. The STSAC will be composed of voting members representing surface transportation providers and users, and nonvoting members representing federal departments and agencies with surface transportation oversight. Motor carriers using "grandfathered" automatic onboard recording devices (AOBRDs) must transition to electronic logging devices (ELDs) by Monday, December 16, 2019. A "grandfathered" AOBRD is a device that a motor carrier installed and required its drivers to use before the ELD rule compliance date of December 18, 2017. ELDs must be self-certified and registration with FMCSA, View registered ELDs. Fines for violations of federal trucking regulations are very costly to your company. Recordkeeping violations of the Federal Motor Carrier Regulations can have fines as high as $1,239 for each day the violation continues and can cost up to $12,383.
