Due to the high traffic volume in FMCSA’s new Drug & Alcohol Clearinghouse, employers experienced issues earlier this month registering and conducting pre-employment queries. According to an alert from FMCSA, those issues have been addressed and, to ensure compliance, employers or drivers previously unable to register or conduct queries in the system should retry completing those actions at this time. While the FMCSA worked to resolve the problem, employers were permitted to screen and hire drivers using manual background checks alone; however, now that the system is fully up and running, trucking companies onboarding new drivers are no longer eligible for this temporary relief. Employers or their designated consortia/third-party administrators (C/TPAs) must conduct queries for all prospective commercial drivers and annually for all employed drivers. For more information, visit FMCSA’s Drug & Alcohol Clearinghouse FAQs. FMCSA announced the fees for the 2020 Unified Carrier Registration Plan (UCR). View the announcement here. UCR fees for the 2020 registration period will only become effective upon publication in the Federal Register, which is expected to occur within the next few days. UCR will make a new announcement when the 2020 fees are officially published in the Federal Register. State enforcement of the UCR registration requirements commonly begins January 1; however, since the opening of the 2020 registration period was delayed several months, UCR is requesting states delay enforcement until May 1, 2020. Employers in California must post their 2019 annual summary of work-related injuries and illnesses in a visible and easily accessible area at each worksite. The Form 300A summary must be posted each year from February 1 through April 30. For more information, instructions and form templates, view Cal/OSHA’s Record Keeping Overview. Additionally, many employers in California must also comply with electronic submission of workplace injury and illness records requirements by March 2 each year. California recently received $423 million from the Volkswagen (VW) Environmental Mitigation Trust to reduce nitrogen oxide (NOx) emissions. On February 4th at 11 a.m. PST, South Coast AQMD is hosting a webinar that will provide a comprehensive overview of the available funding, application process, and evaluation criteria to help interested participants build a competitive application.
