September 2020: Speech from the Throne

On September 23, 2020, Her Excellency the Right Honourable Julie Payette, Governor General of Canada, delivered the Speech from the Throne to open the second session of the 43rd Parliament and outline the government’s agenda.
The Speech was almost entirely focused on the economic and public health consequences from COVID-19. It established several new programs to help boost the economy including commitments to training, infrastructure and investment in new business. There was an emphasis on fighting climate change, and many of the economic recovery programs will dovetail with the government’s commitments on climate.
The Speech reiterated the federal plans to establish a Canada Water Agency, but was vague on the goals and mandate of the Agency.
