CWWA Submits Comments on WSER Amendments

Environment and Climate Change Canada recently closed consultations on proposed amendments to the Wastewater Systems Effluent Regulations. These amendments would primarily add flexibility for facilities who could not meet the deadlines for compliance, create a tiered system for transitional authorizations and make some administrative amendments.
CWWA noted in our comments that most of our members are meeting the Regulation and the added adaptability to temporary authorizations and administrative amendments will improve the Regulation and make compliance easier. We did note that as the Regulation becomes more complex it needs to be supported with tools and guidance.
For those facilities who are struggling to make the necessary upgrades to comply with the regulation, the biggest obstacle is a lack of funding. As highlighted in the July Water Haller, we need dedicated federal funding for water and wastewater infrastructure.
