Human Pathogens and Toxins Regulations
Public Health Agency of Canada published in the June 21, 2014 edition of Canada Gazette 1, Human Pathogens and Toxins Regulations (HPTR).
The HPTR would enable the Government of Canada to authorize a range of
controlled activities involving human pathogens and toxins through licensing
and security clearances. In general, the proposed Regulations are intended
to:
- improve
federal oversight of activities involving human pathogens and toxins in
Canada;
- establish
national requirements for safe and secure handling of human pathogens and
toxins;
- provide
assurance that individuals with access to a prescribed list of
security-sensitive human pathogens and toxins have an appropriate security
clearance; and
- maintain
a risk-based approach to this oversight through exemptions for lower-risk
activities which pose less of a threat to public health and safety and
that are in the public interest.
Comments
accepted for 75 days after publication on the proposed regulations. All input received through Canada Gazette Part I will
be carefully considered before the final regulations are posted in Canada Gazette Part II
which is targeted for winter 2015.
