Starts for buildings with five or more units plummeted 31.8% year over year to a seasonally adjusted rate of 382,000 in October, according to a report from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. Developers pulled permits for 469,000 units in buildings with five units or more in October, a 27.8% YOY drop.
