Supply Chain Dive In the wake of container shortages and supply chain delays and to promote U.S. exports, new legislation that would broaden the powers of the Federal Maritime Commission, including moving the burden of proof for detention and demurrage from the invoiced company to the carrier, has been introduced ealier this month to the House of Representatives by Congressmen John Garamendi, D-Calif., and Dustry Johnson, R-S.D.
