The regulatory authority responsible for the storage and handling of propane in Newfoundland and Labrador, the Engineering & Inspections division of Service NL, is trying to determine if it is necessary to adopt the CPA’s recommended implementation periods for the new pressure relief valve (PRV) servicing requirements.
The CSA B51-14 – Boiler, pressure vessel, and pressure piping code, which was published in March 2014, requires PRVs used on pressure vessels in LPG service to be serviced not less than every 10 years for tanks greater than 2,500 USWG, and not less than every 25 years for tanks 2,500 and less.
To give the propane industry time to comply with the new PRV servicing requirements, the Canadian Propane Association (CPA) is promoting the adoption of implementation periods of 7 years for tanks greater than 2,500 USWG and 10 years for tanks 2,500 USWG or less.
The regulatory authority in Newfoundland and Labrador is considering the CPA’s recommendations and is asking each company to submit an inventory of their pressure relief valves and service dates. The inventory should list each vessel and the last service date of the PRV. The regulator will decide to accept or reject the CPA’s recommended implementation periods based on the data that members submit.
