As members may know, the Ontario government is transitioning the province’s blue box recycling system to full producer responsibility. As the next step in this process, on October 19, 2020 the Ministry of Environment, Conservation and Parks (MECP) posted a draft regulation on the Environmental Registry of Ontario (ERO) for a 45-day comment period, which closes on December 3, 2020.
Also, on November 5, 2020, technical amendments to the Resource Recovery and Circular Economy Act, 2016 were introduced in the Legislature in Bill 229, Protect, Support and Recover from COVID-19 Act (Budget Measures), 2020 and passed First Reading. These amendments support the draft blue box regulation posted on October 19 by enabling regulatory authority to provide producers control over the design and establishment of a province-wide collection system for blue box materials.
