Welcome to the first issue of Public Affairs, your leading source of news for the propane industry in Canada! Issued monthly, this newsletter replaces the Insider and focuses on national, provincial and municipal advocacy news and industry news stories related to the propane industry. We want the newsletter to be as relevant as possible to you and we look forward to hearing your comments on this new format. The House of Commons was back in session on September 18. As the Liberal Government approaches the halfway point of its mandate, its immediate focus in the coming months will be on three main issues: changes to the tax code pertaining to private corporations, passing the Federal carbon pricing backstop, and finalizing the legalization of marijuana.

On July 18, Finance Canada launched consultations on what it says are tax-planning strategies involving corporations that are being used to gain unfair tax advantages. Tax Planning Using Private Corporations contains proposed policies that would close these tax "loopholes."

On August 14, 2017, the Ontario Government announced the new Municipal GHG Challenge Fund aimed at supporting community-led action on climate change. The competitive, application-based program will fund up to 100 per cent of eligible costs for greenhouse gas (GHG) emissions reduction projects proposed by municipalities.

The CPA continues to ensure all PTI offerings are up-to-date and available in both French and English. Recent translations have been completed for PTI 400-01: Construction Heaters and Torches, 200-02: Visual Inspection of ASME Tanks on Highway Vehicles, and 100-09: ASME Tank and PRV Inspection. This work will continue with the upcoming translation of 200-11: Auto Propane Conversion and Inspection.

The CPA is pleased to announce that it has hired Igor Minic to coordinate and support membership information and management. Igor will also assist the Marketing and Communications team as well as perform administrative duties.

The Association québécoise du propane (AQP) held its 28 th Annual Congress in the magnificent Saguenay region from September 6-9. Mélanie Levac, Vice-President, Regulatory Affairs and Safety, and Jean-François Duguay, Director, Government Relations, Quebec and Atlantic, represented the CPA.

North American bus manufacturer IC Bus is offering a $5,000 grant to school districts that purchase IC Bus propane-powered CE Series.

In August 2017, Dan Kelly, Chair of the CPA Board of Directors and Nathalie St-Pierre, President & CEO attended the 41 st Annual Conference of New England Governors and Eastern Canadian Premiers (NEG/ECP) held in Prince Edward Island.

In August, the CPA filed a submission with the Michigan Pipeline Safety Advisory Board in support of the continuation of Enbridge Line 5. The Advisory Board is currently reviewing the future of Line 5, which runs from Superior Wisconsin, under the Straits of Mackinac, through Michigan to Sarnia.

The Government of Saskatchewan is issuing an Invitation to Tender to establish a Standing Offer for the supply of bulk propane to all government ministries, agencies, crown corporations, municipalities, schools and other organizations. The government is estimating about 870,0000 litres of propane will be required annually. Click here for details.

While the northern Manitoba community of Churchill is safe in the knowledge that it will have enough propane supply to last through the winter, the restoration of rail service is still a work in progress.

The Ontario Ministry of the Environment and Climate Change (MOECC) held the third auction of greenhouse gas (GHG) allowances on September 6, 2017.

Québec’s Ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques (MDDELCC) and the California Air Resources Board (ARB) announced that the thirteenth joint carbon market auction would be held on November 14, 2017.
