On December 20, a key document in the development of Canada’s Clean Fuel Standard (CFS) was released. CPA’s initial analysis of the Regulatory Design Paper indicates that propane will be eligible for credit generation in the transportation sector and in the production chain under the CFS.

The first budget of the new Ontario government is expected in March or April, and Ontarians are being invited to present and/or file a written submission about what they believe are the priorities for Ontario to the finance committee or with individual MPPs.

On December 13, 2018, the CPA issued a “Call to Action” to its Ontario members regarding concerns about the unfair approach to natural gas expansion in Ontario.

A very productive meeting with Government and Consumer Services Minister Bill Walker highlighted a busy meeting schedule at Queen’s Park in December.

As announced in the December newsletter, the CPA is participating in the inaugural Forward Summit, a three-day gathering of Indigenous communities and industry leaders at the Calgary TELUS Convention Centre on February 26-28. The Summit brings together Indigenous leaders and Canada’s major industries to discuss important topics surrounding workforce, finance, economic growth and mutually beneficial partnerships.

During the fall it had become clear that consultation requests from Technical Safety BC to CPA BC members had very short turnaround times for responses. The TSBC has since changed this guideline, incorporating the CPA suggestion to make all consultation periods a minimum of 15 business days.

At the beginning of December, the CPA sent out Technical Safety BC’s draft directive Propane Filling Plants and Container Refill Centers to B.C. members for comment. After compiling the comments, the consensus of B.C. members is that the draft directive does not provide a fair market-based approach.

The B.C. government says its Clean BC Plan is designed to shift homes, vehicles, industry and businesses in British Columbia away from a reliance on fossil fuels to a low-carbon economy featuring electricity and renewable energy. It also says its plan will boost energy efficiency solutions like zero-emission vehicles and home heat pumps, making them more affordable and available for British Columbians.

In June, the CPA and members of the Manitoba Propane Committee (MPC) met with Manitoba Minister for Growth, Enterprise and Trade Blaine Pedersen to discuss challenges and issues with the Office of the Fire Commissioner (OFC). Of paramount concern was that members felt that OFC practices were causing harm to propane businesses across the province.
