The CPA’s Allan Murphy and Robert Loenhart attended the 2022 National Propane Gas Association Southeastern Convention & International Propane Expo this week in Nashville, Tennessee. Murphy’s participation on an WLPGA panel on gas heating bans and electrification focused on the Canadian context.

On April 7, federal Minister of Finance Chrystia Freeland tabled the 2022 federal budget. The minister framed the budget as being about “three pillars”: the green transition, productivity and innovation, and housing.

On April 4, 2022, the Ontario government introduced legislation that would cut taxes on gasoline and fuel for six months between July 1 and December 31, 2022. Bill 111, An Act to amend the Fuel Tax Act and the Gasoline Tax Act with respect to a temporary reduction to the tax payable on certain clear fuels and on gasoline did not include auto propane. The bill received its third reading in the House on April 14, 2022.

MP Ben Lobb tabled a motion in the Commons on February 7 to amend the Greenhouse Gas Pollution Pricing Act (qualifying farming fuel) to exempt farmers from paying the Liberal carbon tax on propane and natural gas used for farming operations.

Since April 1, 2022, the PST rate on the purchase or lease price of fossil fuel combustion systems has increased from 7% to 12%. In addition, heat pumps are exempted from PST.

Following the Government of Alberta’s announcement of the April 1 pause on the provincial fuel tax (which covers both gasoline and diesel), the CPA requested that propane should be included in it, as it is a primary energy source for many Albertans.
