Winter season is fast approaching and as the Prime Minister meets with his federal cabinet to look at ways to make life more affordable for families, the CPA issued a press release calling on the government to reconsider making HST/GST zero-rated for residential energy. In August, the CPA wrote to provincial and territorial finance ministers pertaining to the rising energy costs and opportunity to shield consumers from price spikes this winter.

On July 18, 2022, the Government of Canada published a discussion paper launching the formal engagement on their proposal to cap and reduce oil and gas sector emissions. Submissions to the federal government are being accepted until September 30, 2022.

The CPA encourages members to apply for credits under the final Clean Fuel Regulations, published this summer, to maximize the opportunity for propane.

Expected to be on the House of Commons’ fall agenda, Private Members Bill C-234 would force changes to the federal Greenhouse Gas Pollution Pricing Act (GGPPA), which currently allows for carbon tax exemptions for gasoline and diesel in agriculture applications but does not provide the same for propane or natural gas.

The CPA has received a significant amount of data submitted by members who have business with Class 1 carriers in response to the CPA's 2022 Rail Survey. The survey, issued at the beginning of summer, is the first step in a member-driven data collection initiative as the association continues to work towards filling gaps that will support advocacy messaging and policy positions.

After working with the Government of Alberta for several months, the CPA is pleased to see propane as part of the province’s natural gas rebate program.

Following the re-election of the Ontario Progressive Conservatives in June, the CPA outlined important priorities to various departments including the finance, energy, transportation, agriculture, government and consumer services (responsible for the Technical Standards and Safety Authority), northern development and indigenous affairs, environment and rural affairs.

This fall, the CPA will be participating in a new panel that will examine electricity and energy transition in Ontario. The panel was created by the Ford government to deal with various issues related to long-term energy planning in the province. It is headed up by David Collie, former president of the Ontario Electrical Safety Authority.

A successful was meeting held on July 27 with Newfoundland and Labrador Natural Resources Minister Andrew Parsons that highlighted the economical and environmental benefits of propane. The meeting has resulted in a proposed follow-up presentation on a pilot project for auto propane.

CPA President and CEO Shannon Watt was recently interviewed by Argus Media/Argus LPG World to provide an overview on the outlook for Canada’s propane industry. The Q&As included information on the association’s recent study on the lifecycle GHG emissions intensity of propane and some of the major challenges facing Canada’s propane industry, including the ‘electrification of everything’ and the call to shut down line 5. The CPA has enlisted Earnscliffe Strategies to help develop a strategic plan for the CPA. To inform their work, they will be conducting a survey of primary contact members to gather their thoughts, views, and suggestions.

Feedback from attendees of both western seminars was very positive. We heard that the presentations covered relevant and timely issues and provided for discussion surrounding opportunities and challenges for the Canadian propane sector. We thank everyone who attended and hope that you went away with new information and some interesting points of view.

On August 9, 2022, AltaGas achieved a significant milestone and welcomed its 100th Very Large Gas Carrier (VLGC) at the Ridley Island Propane Export Terminal (RIPET). AltaGas’ operations teams transferred 600,000 barrels (approximately 48,000 tonnes) of propane onto the BW Mindoro, bound for Japan. That’s enough propane to fill over five million barbeque tanks.
Of note, the carrier used by Altagas is their first duel fuel VGLC powered by propane, which allows them to support a lower carbon footprint in their global exports.
