The Government of Canada (NRCan) has committed to reducing reliance on diesel fuel in Canada’s remote, Northern and Indigenous communities and industrial sites by supporting a transition to more sustainable energy solutions.

In September, the Ontario Government released a draft proposal for an updated Green Commercial Vehicle Program (GCVP). While the previous version of this program (2008-10) included propane vehicles, this new proposal has initially only included electric and natural gas vehicles, as well as various fuel efficiency technologies. The CPA is working to ensure this program includes propane vehicles.

In an effort to enhance the reduction of greenhouse gases (GHGs) in rural Ontario, the CPA has proposed a Rural Propane Retrofit Program to the Ontario government. The objective of the program is to switch rural Ontario consumers from heating oil to clean-burning propane.

Nova Scotia Environment is currently developing greenhouse gas (GHG) quantification, reporting and verification (QRV) regulations needed to support the development and implementation of the cap and trade program.

On September 29, the province of Nova Scotia introduced amendments to its Environment Act to develop and set up the Cap and Trade Program.

PTI has updated specific courses to include the most recent changes from Transport Canada. In recent history, cylinders with DOT (instead of TC or CTC) specifications were not allowed to be legally filled in Canada unless they were manufactured prior to January 1, 1993. However, this is now permitted due to recent Transport Canada regulations that were developed in the spirit of Canada-USA harmonization of codes and standards. Relevant PTI Manuals will now reflect this, but no recall or discontinuation for manuals and exams will be issued for this change.

CPA and PTI continue to offer comprehensive support and certification for those who connect, activate, and disconnect construction heaters, or for those who perform maintenance on construction heaters. PTI programs 400-01 and 400-03 are designed for users of temporary heaters and torches below or above 400K BTUH, and cover all key topics related to the safe use of these appliances. On October 11-12, CPA President and CEO Nathalie St-Pierre and VP of Government Relations Allan Murphy attended the Generation Energy Conference in Winnipeg, Manitoba. The conference, hosted by Federal Natural Resources Minister, the Hon. James Carr, provided an important opportunity for the CPA to share the propane industry’s ideas and solutions regarding issues such as reducing greenhouse gases (GHGs) in remote and Indigenous communities and auto propane for reducing GHGs in transportation.

The Green Municipal Fund (GMF) is a key program of the Federation of Canadian Municipalities (FCM) that provides partial funding for municipalities to design and implement successful projects and foster sustainability across Canada. This includes funding for transportation capital projects related to sustainability and reduce greenhouse gas (GHG) emissions.

As expected, Premier Couillard’s cabinet shuffle resulted in several new faces joining cabinet while the older guard shifted roles. The new cabinet will be composed of 30 ministers, which is quite large – nearly half of the Liberal caucus.
