On June 10, 2020, the CPA hosted its 8th Annual General Meeting – the first ever to be held via teleconference. The event was attended by several members and we thank you all for your participation. We would also like to congratulate Nancy Borden of VI Propane in B.C. as the first chairwoman of the Board of Directors. We express our sincere gratitude to Dan Kelly, CFO at Dowler-Karn, Ontario for his dedication and passion in chairing the board for the last three years and retiring board director, Guy Marchand, President, Budget Propane, Québec for his tireless efforts and support for the last 10 years. Seven CPA Ontario members and CPA President & CEO Nathalie St-Pierre and senior staff recently met virtually with Minister of Government and Consumer Services, the Honourable Lisa Thompson, and Parliamentary Assistant, Bob Baily, to discuss the impact of COVID-19 on the propane industry and to consider ideas for economic recovery.

Propane providers in Newfoundland and Labrador source their propane from the North Atlantic Refinery in Come by Chance but the refinery is presently shut down because of the COVID-19 pandemic. As a result, providers are experiencing additional freight charges to supply customers but charges are not reflected in the set weekly price. The CPA is working to establish a transparent trigger process based on a set of scenarios during supply outages or constraints that would take these additional charges into account.

On June 10, the CPA participated in a consultation hosted by the Resource Productivity & Recovery Authority on how surplus Municipal Hazardous or Special Waste program funds will be disbursed to industry steward organizations. Propane stewards should expect to see fee reductions on program invoices shortly after program wind-down commences.

More than 140 propane-powered school buses will be transporting hundreds of Nova Scotia students to and from school each day beginning in September. Last September, the Province of New Brunswick put into service 18 propane-powered school buses. The province of P.E.I. is also actively looking at the use of propane for transportation, including school buses.

The Propane Training Institute is pleased to deliver an additional online solution to its certified trainers. With this initiative, PTI will no longer require trainers to complete the training summary sheet and send a trainee’s certificate by mail or email.

Consult gathering limitations across the provinces
All provinces across Canada have set up restrictions limiting the size of groups for indoor and outdoor public and private gatherings. The CPA has provided the following information to assist you in determining if you are able to host a training session, and under what conditions.

• The Canada emergency response benefit (CERB) is being extended by two more months.
|
Phase three of Re-Open Saskatchewan began on June 8. Read on to see which businesses and services are able to begin operating in this re-open phase.

While the Manitoba government has extended the provincewide state of emergency beginning Monday, June 15 for a period of 30 days, it has also just announced that it will be releasing its final plan for the third phase for restoring services, which will take effect June 21.

• The Ontario government extends all emergency orders until June 30, 2020 while gradually moving into Stage 2 of its Framework for Reopening the province.

• The province of Québec will allow indoor gatherings of up to 50 people starting on June 22.
• SAAQ extends deadlines for mechanical checks and preventative maintenance.

The Provincial Government announced the Essential Worker Support Program. This program, which is cost-shared with the Federal Government, will provide a one-time payment to individuals who meet eligibility criteria and who work in professions included in the Government of Canada’s “Guidance on Essential Services and Functions in Canada During the COVID-19 Pandemic.”

Government relations and advocacy are essential components of the activities the association undertakes on behalf of its members from coast-to-coast. The Association continues to work hard at the federal, provincial, and municipal levels to ensure that the voice of the CPA membership is heard and that energy policies being developed include the participation of the propane industry.

ERAC has launched its Resource Locator and Incident Management Dashboard. ERAC Resource Locator is a web mapping application available on ArcGIS Online, built with Esri’s Web AppBuilder software. The ERAC Resource Locator allows you to view a wide range of emergency management resources available across Canada, providing you with phone numbers, addresses and other valuable information. The list of emergency resources is growing and ERAC will continue to update it to provide the best support available.
