The province of Newfoundland and Labrador released their latest budget on May 31, 2021. It includes new and continued investments as well as partnerships with the Federal Government. Of concern to the CPA is the lack of a broad-based approach to policies that are intended to reduce GHGs while providing affordable energy.

On behalf of the CPA, President & CEO Nathalie St-Pierre wrote to Prime Minister Trudeau on June 7 to express the CPA’s profound concern that the eligibility criteria of the Canada Greener Homes Grant are focused on electricity and almost entirely exclude applications that are powered by low-emission propane. St-Pierre has demanded that the criteria for the program be changed so that applications such as furnaces and boilers that are powered by propane be included.

On June 8, 2021, the Ministry of the Environment, Conservation and Parks filed the final Hazardous and Special Products (HSP) regulation (O. Reg.449/21), under the Resource Recovery and Circular Economy Act. The difference between this final regulation and the proposed regulation posted in February 2021 is significant for CPA members. The regulation tabled in June 2021 establishes a new Category E, which consists only of refillable propane cylinders, and no longer exempts them.

On June 17, 2021, the CPA provided the Independent Electricity System Operator (IESO) with the position of the propane industry on municipal motions that are calling for the province to phase out gas-fired electricity plants as soon as possible.

On June 9, 2021, the Government of Ontario announced 28 new projects in 43 Ontario communities will be funded through the Natural Gas Expansion Program’s second phase, which allocates more than $234 million to support approximately 8,750 connections in 43 rural, northern and Indigenous communities.

On May 28, Nova Scotia launched the public engagement process on the development of the new goals and the new Climate Change Plan for its Sustainable Development Goals Act, passed in fall 2019. The process runs from May 27 to July 26, 2021.

On behalf of Natural Resources Canada (NRCan), ICF has been conducting a review of alternative fuelling stations located in its Alternative Fuelling Stations Locator. Through this work, stations are tracked by fuel type, demonstrating that propane has a big advantage over other alternative energy sources, excluding electric.
