The private member’s bill that would exempt natural gas and propane used on farms for drying grain and heating barns from the federal carbon tax was approved, with amendments, by the House of Commons Standing Committee on Agriculture and Agri-Food on Monday. Click here to read the full story.

Environment and Climate Change Canada will be hosting a series of webinars from October to December regarding fuel model calculations for the Clean Fuel Regulations (CFR). The CPA encourages members to participate in the webinars to learn more about the policy and fuel model details as it pertains to propane.

David Eby will be sworn in as the new premier of B.C., following the NDP leadership race. Details are still to come regarding a cabinet shuffle, but CPA members should expect a significant shift in NDP focus and priorities, with energy policy likely undergoing a change in perspective under the new leadership. The CPA expects to form a Lobby Day for B.C. members in Q1 2023, details with be discussed at the December CPA BC Committee meeting.

The CPA recently joined the British Columbia Council of Business (BCBC) to elevate CPA engagement and advocacy efforts in B.C.The BCBC is a collaborative, non-partisan organization that strives to be a venue where members, policy experts, elected officials, and government decision-makers can address problems and form solutions together.

Following the leadership vote on October 7, Danielle Smith was elected as the new UCP leader and sworn in as the Alberta premier on November 10, 2022.The CPA expects to form a Lobby Day for Alberta members in Q3 2023, and will be discussed at future Alberta Committee meetings.

As part of its government advocacy work, on November 7, the CPA presented the importance of propane in Alberta to the United Conservative Party caucus. The CPA emphasized the significant role propane plays in the province, including providing essential energy as feedstock for the petrochemical industry, power for the oil sands, and critical home heating for almost 20,000 residences.

Propane is included as part of Alberta's natural gas rebate program (alternative fuel component). If natural gas prices exceed $6.50/GJ, consumers who use less than 2,500 gigajoules annually will be eligible. This includes most households, small apartment buildings, farms and small industrial and commercial operations. The program runs from October 1, 2022 until March 31, 2023. On October 31, the CPA met with the Minister of Economic Development, Investment and Trade, Cliff Cullen, and the deputy premier. The CPA presented the provincial home heating proposal to the minister, emphasizing the over 4,000 homes that rely on propane for heating across the province.

At the CPA Ontario Seminar held this past September, one of the priorities discussed was the importance of increasing advocacy with the provincial government.
|
The October 12 meeting of the CPA Atlantic committee contained plenty of discussion around carbon taxes and the Atlantic Loop.
|
On December 7, the CPA will be meeting with senior officials in the Newfoundland and Labrador government to discuss the opportunities for propane school buses.
