QC: Regulatory Amendments – Pressure Installations
The Regulation regarding pressure installations was published in the Gazette officielle du Québec on February 21, 2018, and will come into force on March 8, 2018.
This Regulation replaces the Act respecting pressure vessels (chapter A 20.01) and the Regulation respecting pressure vessels (chapter A 20.01, r. 1), and integrates pressure installations into the Building Act (chapter B-1.1).
It primarily aims to:
- adopt and implement the latest applicable codes and standards;
- update the scope of the regulation and harmonize requirements with those of other provinces and territories;
- modernize intervention modes and streamline certain administrative requirements, while ensuring the same level of quality and safety;
- ensure the qualification of stakeholders by allowing them to practice their trade upon delivery of various permits (manufacturing, installation and repair) in keeping with an adapted quality control program (QCP);
- make stakeholders, including owner-users, more accountable regarding the safety of pressure installations and provide them with more latitude;
- acknowledge and formalize the role of recognized persons by providing them with the required control and oversight means.
