QC: Regulatory Amendments – Pressure Installations

Following its publication in the Gazette officielle du Québec on February 21, 2018, the Regulation regarding pressure installations came into force on March 8, 2018.

This Regulation replaces the Act respecting pressure vessels (chapter A 20.01) and the Regulation respecting pressure vessels (chapter A 20.01, r. 1), and integrates pressure installations into the Building Act (chapter B-1.1).

It primarily aims to:

  • implement a mandatory permit to manufacture, install, repair or modify a pressure installation. To obtain this permit, a quality control program must be approved by the Régie du bâtiment du Québec (RBQ);
  • enforce the latest requirements of the codes and standards in effect regarding pressure installations. 
  • update the scope of the regulations and harmonize requirements with those of other provinces and territories;
  • make stakeholders, including owner-users, more accountable regarding the safety of pressure installations;
  • acknowledge and formalize the role of recognized persons by providing them with the required control and oversight means; and
  • simplify pricing.
