BC: Low Carbon Fuel Requirement Compliance Reporting

The date to submit Compliance Reports for the British Columbia Renewable Fuels and Low Carbon Fuel Requirements Regulation was April 2 – but did you know that you can still submit your reports and collect credits even if you missed the deadline? 

Compliance reports can be accepted at anytime, you do not need to wait to file until the next reporting period. Reports submitted after the deadline in a given compliance period are considered “late” except where outstanding circumstances exist. Depending on the past history of the supplier in meeting their reporting obligations, an administrative penalty may be considered by the Director (see sections 12 and 13 of the Regulation). A late report may have an administrative penalty levied but it does not impact the accrual of credits.

The Low Carbon Fuel Requirements Regulation applies to propane delivered to fuel combustion engines for transportation (vehicles, forklifts, but not generators). This program can be a great opportunity for the propane industry to make a difference with enhanced greenhouse gas reporting for B.C., Canada, and globally.  Please contact Darren Cunningham at darrencunningham@propane.ca if you need assistance in navigating the process.

The 2017 Compliance Report form can be found under the Fuel Supplier Compliance section of the government website and sent to lcfrr@gov.bc.ca . A fuel supplier must use the Compliance Report form that pertains to the applicable compliance period, as the forms are updated each year to account for the changes in carbon intensity limits. One last tip: check that your supplier has not claimed credits in a previous compliance year’s report so that you are eligible to claim them.
