UPDATE: ON – TSSA business model key milestones

Print this Article

On Thursday, April 29, 2020, Ontario’s Technical Standards and Safety Authority (TSSA) hosted a webinar consultation session for regulated stakeholders to provide an update on the status of the Authority’s new business model roll-out and fee changes.

TSSA’s Chief Financial Officer Daniel Brazier and Vice-President of Communications and Stakeholder Relations, Alexandra Campbell, presented highlights of the revised business model, fee structure and implementation timeframes.

Brazier provided an overview of the program indicating that the fee structure requires revision for the TSSA to become an outcome-based regulator. Advisory Council members were consulted on various fee structures considered and supported moving to a hybrid model of a flat fee, based on business size, and risk profile across all regulated sectors.

Key program milestones are:

  • Spring 2020 – Stakeholder input sought
  • Summer 2020 – Notice of fee schedule changes issued
  • Late 2020/early 2021 – New fee schedule implemented

This schedule will proceed despite TSSA’s acknowledgement that the risk-based data is yet to be fully developed.

Over fifteen CPA members participated in the session and provided valuable questions and input into the rationale behind the new model as well as potential industry impact.

The presentation is available here and propane industry impact fee slides are detailed on pages 50-60 of the deck.

The CPA will continue to monitor implementation of this program and appreciates member input at any time. Please contact Government Relation Director for Ontario, Marcelline Riddell, for further information at marcellineriddell@propane.ca or 647-881-1483.
