QC: Regional alert level update

On September 20, the Quebec government announced that the regions of Montreal and Chaudière-Appalaches, as well as a portion of the Capitale-Nationale are moving to the orange level while some areas of the Lanaudière and Laurentides regions are advancing to the yellow level.
