UPDATE - Federal: CPA working to ensure Transport Canada allows adequate timelines to implement Electronic Logging Device platforms

With Transport Canada (TC) remaining firm on its deadline to implement Electronic Logging Platforms by June 12, 2021 for all federally regulated trucks, despite not having started the platform certification program until late October, the CPA has requested an update meeting in April 2021 to identify any issues that members may experience due to the program’s late start.

When the new regulation was issued, TC had indicated that they would provide “a 24-month implementation period. During this time, companies that make or supply devices should prepare their devices and software to meet the new requirements. After this, they will need to be tested and certified.”

The CPA has communicated with TC, both through the Minister of Transportation, as well as meetings with the Executive Director of Road Safety and Vehicle Regulations, and the Manager of Motor Carriers TC, to discuss concerns about the implementation process (see previous story).

Although TC has denied that the late start will adversely affect industry, the CPA has asked TC to consider measures that will alleviate any concerns should a member’s platform not become certified for any reason. 

TC indicated there is currently no such language in the regulation that could become problematic and cause a transporter to shut down if their platform is not functional as of the deadline despite the transporter’s best efforts.
