NEW: PTI and AQP collaborate to bring Quebec trainers more access to new courses and reduced administration

GOOD NEWS. The Association québécoise du propane (AQP) and the Canadian Propane Association (CPA) have been working for several months in collaboration with Emploi-Québec, the regulatory body for training in Québec. We are proud to announce the result of this work provides access to a new training curriculum and reduces administrative measures.

RECOGNITION OF TWO NEW TRAINING COURSES

Until recently, only the training curriculum, Propane Pump Attendant – 100-01, Filling Auto Propane Tanks – 100-02, and Bulk Truck Propane Delivery – 300-01, were recognized by Emploi-Québec.

Emploi-Québec recognizes two new training courses relating to the "Product supply" (RBVP) and "Filling of auto propane tanks" (RVP) programs and will issue provincial qualification certificates for each:

  • Propane Pump Attendant – Transportation of Dangerous Goods Enhanced – 100-11

This course is the same as Propane Pump Attendant – 100-01 but also includes the information necessary to meet the requirements of the Transportation of Dangerous Goods (TDG) Act and Regulations with respect to the handling, offering for transport, and transporting of propane and liquefied petroleum gas (LPG).

A practicing propane field personnel can either do two courses: 100-01 and 100-03 OR do only the 100-11.

The course includes both a written and practical hands-on evaluation and is also available online.

  • Propane Pump Attendant – Transportation of Dangerous Goods Enhanced – 100-12*

* Trainers and examiners certified to train 100-01 and/or 100-02 are automatically accredited to train 100-12.

This course is designed for those who fill propane automotive tanks. This is a shorter course allowing fleet owners/operators to effectively learn about refueling vehicles with propane. This training includes a written exam and a practical assessment and is also available online.

The process for registering with Emploi-Québec for these two new training courses will be the same as for the already recognized training courses.

Below are the codes and names for each qualification program:

"Product supply" program (training required for filling cylinders and vehicles with propane)

Program Code: RBVP

Names of programs:

  • Propane Pump Attendant
  • Propane Pump Attendant – Transportation of Dangerous Goods Enhanced

"Filling of auto-propane tanks" program (training required for filling vehicles with propane)

 Program code: RVP

 Names of programs:

  • Filling Auto Propane Tanks
  • Filling Auto Propane Tanks for Fleets

 ADMINISTRATIVE RED TAPE REDUCTION BY EMPLOI-QUÉBEC

Training certificates issued by CPA/PTI are now recognized by Emploi-Québec.

To avoid duplicating documents, Emploi-Québec now accepts training certificates issued by the CPA/PTI which have the same function as the AQP “attestations de réussite” for courses 100-01, 100-11, 100-02, 100-12 and 300-01.

When registering a trainee for an Emploi-Québec qualification program, the procedure remains the same. You will need to attach the trainee’s certificate issued by the CPA/PTI or the AQP “attestations de réussite” with the:

The training certificates issued by the CPA/PTI are available and downloadable from the trainer's/examiner's profile.

Using this document instead of the AQP “attestation de réussite” allows you to avoid providing two separate documents that have the same function.

RECOGNITION OF EXAMINER STATUS

Emploi-Québec recognizes the Examiner status.

Examiners are persons working for a company using propane.

Examiners are authorized by the CPA/PTI to guide and coach students through the self-directed training materials developed for on-the-job training.

They are responsible for evaluating students’ ability to demonstrate the skills learned and for supervising the written and practical exams.

Examiners may only train individuals employed by the same company. In most cases, the examiner will be a supervisor or manager of the students with an existing work-related relationship.

Here are the authorized training programs that can be delivered by examiners, as determined by the CPA/PTI and approved by authorities having jurisdictions:

  • Propane Pump Attendant — 100-01
  • Propane Pump Attendant — Transportation of Dangerous Goods Enhanced — 100-11
  • Filling Auto Propane Tanks — 100-02
  • Filling Auto Propane Tanks for Fleets — 100-12
  • Filling Propane Cylinders — 100-08
  • Filling Propane Cylinders — Transportation of Dangerous Goods Enhanced — 100-18
