UPDATE – ON: Small victory for the propane industry on the recycling scheme’s fees

As recently reported, the Resource Productivity and Recovery Authority (RPRA), the registrar responsible for the Hazardous and Special Products (HSP) Regulation (O. Reg 449/21) posted the final fee schedule for affected producers on August 25, 2021. The final fee schedule is available here.

The fee for Category E (refillable propane cylinder producers/marketers) has been set at $1,000, a significant reduction from the initially proposed $7,500 fee. According to the RPRA, this reduction reflects input from the CPA and other impacted stakeholders that the fees owing should be as minimal as possible, given the limited obligations of the category and therefore requirements of the registrar itself

The CPA also continues to pursue a conversation with Minister Piccini’s office regarding the impetus behind the inclusion of refillable propane cylinders in the final HSP regulation.
