NEW – Federal: CPA hosts successful webinar on Transportation of Dangerous Goods

On November 24, 2021, in collaboration with Transport Canada, the CPA hosted a webinar on TC’s Transportation of Dangerous Goods (TDG) Compliance Report. This session was organized to allow members to hear directly from the regulator and better understand some of the compliance concerns identified by inspectors on the road and anywhere TDG is handled or transported. 

The Compliance Estimate Program randomly selects sites for inspection and estimates the rates of non-compliance with the Transportation of Dangerous Goods Act and regulations. To prepare for this presentation, TC identified CPA members from the program data to create CPA-specific data.


Keynote presenter Isabelle Roy, Chief, Risk Management, Safety Research and Analysis Branch, TDG Directorate, outlined key findings to show non-compliance information for CPA sites.

Data highlights:

  • The overall industry non-compliance rate for 2019-20 was 48%.
  • The non-compliance rate for the CPA sample for 2017-18, 2018-19, and 2019-20 was 44%, 54%, and 50% respectively. Since the CPA sample size is small, the standard error for the estimated mean non-compliance rate is high, so this figure may not be reflective of actual CPA member compliance rates.
  • Among CPA sites, non-compliances with Part 3 (Documentation), from 2017 to 2020, Section 3.5 relating to information on shipping documents accounted for 49% of all non-compliances.
  • From 2017 to 2020, Section 6.3 relating to Issuance and Contents of a Training Certificate accounted for 68% of all CPA non-compliance rates. Most non-compliances are related to signatures and inadequate information on training certificates.

Roy concluded the session by asking if these findings align with participants’ sense of risk/concern in the transportation of propane, and if members are aware of other trends/issues that might be helpful for the TDG Directorate to improve public safety in this area.
